Finding public support

Public support depends on the country, residence and assessment of need. Begin with “which office considers this need and what should I provide?”, rather than assuming a payment or service is automatic.

Find the right starting point

In Albania, the State Social Service publishes economic-assistance guidance. In North Macedonia, the ministry lists social-protection institutions. Montenegro’s government explains the role of social-work centres, while Serbia publishes a centre directory. In Kosovo, start with your municipality and ask which Centre for Social Work covers your address. These are routes for asking about support, not evidence that a particular applicant qualifies or that every service is available locally.

Prepare questions and documents

Describe the practical difficulty: preparing meals, moving around, personal care or unaffordable essential costs. Request the current document checklist, official application form and submission route. Ask whether a trusted person may help and what authorisation is required. Keep copies and a receipt or reference number. Do not send health records or identity documents to unverified intermediaries, and do not pay someone merely for claiming they can guarantee approval.

Ask about the decision and next steps

Ask when and how the decision is communicated, what happens if a document is missing, and how to challenge a refusal. Request the reasons and the applicable appeal instructions; deadlines differ. Changes to income, address or care needs may need reporting. Do not use British benefit names or deadlines for a regional application. AgeCare does not submit applications or determine eligibility.

Plan together

Difficult decisions become clearer when wishes are discussed early. A family note can help the conversation but is not a legal document.
